Member clubs and organizations are at the heart of USATF Niagara.
They provide much needed support to athletes in the form of coaching, financial support and athletic satisfaction. It is with, and through, the clubs that USATF Niagara is able to carry out its mission: "To provide vision and leadership to the sport of track and field, road running, and race walking in the Western New York, and to promote the pursuit of excellence from youth to masters, from grass roots to the Olympic Games."

Many of USA's present and past Olympic stars developed through the club system. Many were members of clubs and competed in the Junior Olympic program during their youth, trained with one of the elite developmental clubs during their prime, and continued to compete in USATF's masters programs.

The focus and goals of each club are as unique and diverse as the athletes who compete for them. Some clubs focus primarily on elite development, while others specialize in youth or masters programs. Some are solely track & field clubs, while others provide support to only race walkers, throwers, or distance runners. Whatever the case may be, each club is vital to the sport's future in the Niagara Association region.

Program Overview

Sports are supposed to be fun. One way to ensure our sport remains a fun and safe environment for everyone is to perform criminal background screening on coaches and volunteers who have direct contact with youth athletes.

As such, USA Track & Field has implemented a criminal background screening program on coaches and volunteers of youth clubs.


Background Checks have been implemented by USATF to:
Promote a safe, nurturing, and supportive athletic environment in which youth athletes can pursue their athletic goals;
Provide an environment where parents can feel good about allowing their child to participate in the sport of track & field; and
Maintain the sport of track and field as a hostile environment for those who would seek to harm youth athletes.

Please note that this screening is not intended to serve as a pre-employment background screening program, nor can screening guarantee that incidents of abuse by coaches/volunteers will not occur.  Background screening is designed as a preventative risk management tool, but does no insure inappropriate behavior will not occur.

Background
In 2006, USA Track & Field (USATF) approved the implementation of a background screening requirement for coaches and volunteers of youth clubs. In 2007 and 2008 the initial steps of the background screening process were conducted at the Association level by Association appointed individuals (Screening Agents) who utilized national and local databases to determine if the coach/volunteer met the qualifications to be a coach/volunteer in good standing. Beginning March 13, 2009 all background screening will be handled via a centralized online process administered by, an independent third-party company, TC LogiQ, Inc.

Who must submit a background screen (and what are the consequences of not doing so)?
All coaches and volunteers who come in contact with youth athletes during registered club practices or other club-related track and field activities must submit a background check. Coaches/volunteers who "pass" their background screening (and are current USATF members) will have their names posted below and on the USATF web site as being in “good standing.” Only these individuals will receive the protection of USATF’s club practice insurance liability program. Additionally, if a lawsuit is filed against the club because of an act performed by a coach/volunteer who is not in “good standing” the club will NOT be covered for the coach/volunteer's actions.

Cost of Background Check
USATF is subsidizing $10 of the background screening cost.  Coaches/volunteers will pay $8.00 to have a criminal background check performed.

Background Screen Submission/Application
USATF has partnered with TC logiQ to provide a secure online process for coaches/volunteers to submit their background check information.  TCLogiQ's system provides the highest level of security and was designed to ensure adherence with the federal Fair Credit Reporting Act (“FCRA”).  Begin your secure online background screen here .

Offenses Screened For
The following offenses are being screened for when a background check is performed on an applicant:
- any crimes against children
- any sexual offenses
- drug convictions (within 5 years)
- weapons violations
- assaults, battery or any other crime of violence
- lewd conduct
- two or more criminal convictions within the past five years and/or three or more criminal convictions as an adult.

Frequency of Screening
The background screen is valid until the end of the USATF membership year during which the background screen was submitted.

USATF Club Directors & Officers Liability Insurance Program (with Employment Practices Liability coverage)

USATF is pleased to announce the development of a new Directors & Officers (D&O) and Employment Practices Liability (EPL) program through Entertainment and Sports Insurance Experts, Inc. (ESIX). This new D&O/EPL program is available to all USATF
member organizations. The new program provides coverage and provisions not previously offered to member organizations.

USATF Recommendation
USATF highly recommends that all of its member organizations secure Directors' & Officers Liability (D&O) insurance. This coverage is often confused with General Liability insurance, even though the two policies cover entirely different exposures.

Director's & Officers (D&O) insurance is designed to protect the not-for-profit organization and its directors, officers and board members against claims alleging wrongful acts, errors and omissions while serving in this capacity. D&O claims often involve allegations of mismanagement of funds, poor board decisions, etc. Without D&O coverage, the club directors, officers and board members could be held personally liable with personal assets at risk for any alleged wrongful act, error or omission.

The D&O program offered through ESIX also includes Employment Practices Liability (EPL) insurance which provides coverage for claims alleging discrimination, wrongful termination, etc.

Below are a few of the program's highlights:

COVERAGE AND ELIGIBILITY: The program provides USATF member organizations with affordable, easy to obtain D&O and EPL coverage, subject to the following eligibility requirements: Participating organizations/clubs must be not-for-profit with annual revenues less than $1,000,000 and no more than 5 employees (not including coaches). If any clubs do not meet the eligibility criteria for participation in the program, ESIX can assist those clubs with securing individual quotes.
LIMITS OF COVERAGE - Limits of up to $2,000,000 are available.
ONLINE APPLICATION - USATF member organizations/clubs will be able to apply for coverage, renew coverage, and request certificates of insurance through the following website: www.fastcov.com/usatrackandfield/. The website also provides an overview of the D&O and EPL coverage, a benefit summary, some myths about D&O/EPL coverage and some hypothetical claims scenarios.
DEFENSE COSTS - Coverage for defense is provided in addition to the policy limits.
PRIOR ACTS - Prior acts are covered provided there has been no prior notice/knowledge of a potential claim (i.e. no retro date limitation applies).
PREMIUM COSTS - The premium varies based upon limit of coverage selected. Coverage Limit: Annual Premium:
                             $1,000,000 Limit $625
                             $2,000,000 Limit $925

COMMON ANNIVERSARY DATE - All policies will have a common expiration date of 11/1/12. For club enrollments after 11/01/11, the online system will calculate a pro-rata premium from the date of enrollment through expiration on 11/01/12, so that Clubs only pay for the time actually insured under the program, subject to a minimum premium of $100.
